Screenwriter Stuart Beattie has written a new Halo script based on The Fall of Reach. Don't get your hopes up, though, because the studio didn't exactly ask him to.
At this point, Beattie's script has nothing to do with the people behind the Halo movie. He just wrote it, which people do in Hollywood. However, this could be a good thing. If the studio heads like script, it may re-ignite interest in the movie.
Here's to hoping!

Just to add,
One of the benefits of Beattie's script is that it would cost significantly less than Bungie's proposed screenplay since The Covenant don't actually appear until halfway through according to Latino Review. Most of the problems with the movie were, as always, money related; so that should help considerably.
And if we want this to happen, we should pester Microsoft with an endless supply of letters (READ: not emails).
Personally, I'm almost ready to stand behind this script without having even read it for three reasons:
1. The script is a labor of love, which means this guy is a genuine Halo fan.
2. It's based on Fall of Reach, which means that he knows the lore well enough.
3. Master Chief is the central protagonist, and not a bunch of Marines, just like it should be. If I wanted to watch a movie about a bunch of normal space marines trying to survive an overwhelming Alien onslaught then I'd watch Aliens.
Making the movie about Chief makes it a story of epic larger than life heroism, and the stuff of great Myth.
